Celebrating the 24th Anniversary of "Win-Win Policy Day" and the 4th Anniversary of the Win-Win Memorial

PHNOM PENH: On 29 December 1998, Cambodia was fully liberated from the flames of civil war and peace was established through the win-win policy set by the president of the Cambodian People's Party (CPP), Prime Minister Hun Sen.

After more than five centuries of war, Cambodia regained full peace in 1998 under the leadership Prime Minister Hun Sen.

Prime Minister Hun Sen was elected to be Cambodia's Prime Minister in 1985, and he has held that position ever since, making him one of the world's longest serving Prime Ministers.

The win-win policy set out by the Prime Minister has three guarantees:

The first is the guarantee to life: the guarantee of personal security for individuals and families who have volunteered to end wars and return to normal society.

The second is a career guarantee: ensuring the safety of careers for all people to continue their businesses and livelihoods.

The third is the guarantee of property ownership: guaranteeing full ownership of both movable and immovable property without confiscation.

Prime Minister Hun Sen also used the DIFID strategy (Divide, Isolate, Finish, Integrate and Develop) to separate Khmer Rouge forces, isolate them, end their activities and organizations, integrate the defecting forces that agree to join the government, and develop the integrated locations.

To commemorate the peace and achievements of the win-win policy, which are the main factors for promoting the development of the country in all fields, the Royal Government has built the 'win-win memorial', located in Sangkat Prek Tasek, Chroy Changva district, Phnom Penh.

Construction of the win-win memorial started on 25 February 2016 and was officially inaugurated on 29 December 2018. The memorial is 54 meters tall, 36 meters wide and built upon an area of 8 hectares.

The memorial was built as a gesture of gratitude and appreciation for the values of the win-win policy and to show the achievements of peace and development in Cambodia. The war ended and peace was achieved just 20 years after the implementation of the win-win policy.

Furthermore, the memorial serves as a location for learning, to allow people to comprehend and develop a vision for maintaining the current state of peace in the future.

The win-win memorial was built with three important meanings:

First, the three-cornered tower's peak represents the three key points of the win-win policy (guarantee to life, career guarantee, and property guarantee).

Second, the five corners of the monument represent the DIFID strategy (Divide, Isolate, Finish, Integrate, and Develop), which helped dissolve the Khmer Rouge.

Third, the seven-cornered base of the monument represents different factors in the win-win policy.

There are two stone inscriptions on the monument. The first states the success of the win-win policy, which has brought the country peace and unity since the end of 1998. The purpose of constructing a win-win memorial was to inscribe and preserve all related accomplishments and display them as a memory and lesson for future generations.

The second inscription details the groundbreaking of the win-win memorial, the name of the benefactors who built and maintained it, and also additional messages from the benefactors.
